The Role of the Citizen Board of Directors.

The Board of Directors represents the community in the Tri-partite coalition between law enforcement, the community and the media that is known as Crime Stoppers. When Crime Stoppers is organized as a non-profit corporation, the Board of Directors is recognized by the courts as the legal entity representing Crime Stoppers.

The size and composition of the Board can vary from program to program. However, the Board should be large enough to carry out its duties, but not so large it becomes unwieldy. The international average is about 18 board members.

The Board's composition should represent a cross-section of the community. The Board should NOT contain law enforcement officers, criminal justice officials or government officials since this creates a conflict of interest. It is imperative that a Crime Stoppers program be a community based organization consisting of, except for the law enforcement coordinator and law enforcement advisory committees who do not have a vote on the Board, of civilian leaders within the community. It is also important that this program does not become or appear to be a political tool of the local or national government or any political party. The program should avoid being drawn into the political arena. In many areas the local media is very competitive and it is important that the crime stoppers program is supported by all of the local media. Thus, the media personnel in the community may best serve crime stoppers and the local Board as advisors and not as regular Board members since this could create a conflict of interest. However, the Board should utilize law enforcement personnel and media personnel in a advisory role.

The Board of Directors serves a variety of purposes, including creating the policies for the Crime Stoppers Program, raising funds for the reward fund, determining rewards, ensuring that these rewards are paid and promoting the program.

The Board should ensure that the program is totally in control and responsible for the Crime Stoppers Tips line meaning that the program must own and pay for it. Having someone else, ie: the law enforcement agency, providing the line is not exceptable.

Ensure that all records, files are maintained in the name of the local Crime Stoppers program and kept in a file cabinet or computer which is the property of the program.

Organizing the Board

The Board of Directors for a Crime Stopper Program should organize themselves into a legally recognized non-profit corporation.

In the United States, the recommended non-profit structure is designated by the Internal Revenue Service as a 501(c)(3) corporation. This is the most basic non-profit structure and indicates that Crime Stoppers can receive tax deductible donations. Sample documents are available on the New Program page.

Some of the reasons a Crime Stoppers program should be a non-profit corporation (Charity) include:

  • It limits the liability of the members of the Board of Directors.

  • It makes it easier to obtain tax-exempt status from federal and state authorities.

  • Donations to the program are tax-deductible.

  • The books and records of the corporation will be free from open records laws that apply to government agencies.

  • It creates continuity for the organization.
